Terms and Conditions for Reroofing

General

Work on an existing building or structure

Work authorized by this permit must comply with the General Terms and Conditions for Work on Existing Buildings and Structures.

Existing condition inspection

Before undertaking reroofing, the contractor or other person performing the work must confirm that the existing structural roof components can support the new roof covering and all material and equipment loads that will be encountered during the work.

Reinstallation of roof material

Slates or clay or cement tiles may only be reinstalled as part of reroofing work if the contractor or other person performing the work confirms that they are not cracked, damaged, or broken.

Illinois roofing contractor license

Where required by Illinois law, reroofing work must be performed by persons working under a valid Illinois roofing contractor license. For more information, contact the Illinois Department of Financial and Professional Regulation.

Existing solar photovoltaic equipment

Where there is existing rooftop solar photovoltaic equipment identified on the permit application, the electrical contractor identified on the permit application may remove the existing equipment under this permit. A separate permit is required to reinstall removed solar photovoltaic equipment or install new solar photovoltaic equipment.

Roof Repair

Definition of “roof repair”

“Roof repair” means reconstruction or renewal of any portion of any portion of an existing roof for the purpose of correcting damage or restoring the predamage condition.

Area limit

Roof repair is limited to 25 percent of the area of an existing roof surface. If the area of work exceeds 25 percent of the total area of the roof surface, either roof recover or roof replacement is required.

Compatibility of new material

New material used for roof repair must be compatible with existing materials that are to remain.

Fire resistance of new material

New material used for roof repair must be at least as fire resistive as the material being replaced.

Roof Recover

Definition of “roof recover”

“Roof recover” means installing an additional roof covering over a prepared existing roof covering without removing the existing roof covering.

Existing condition

Roof recover is not allowed if the existing roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing.

Slate or tile

Roof recover is not allowed if the existing roof covering is slate or tile.

Two or more existing layers of roof covering

Roof recover is not allowed if the existing roof has two or more applications of roof covering unless the Department of Buildings has received and accepted a structural condition report, prepared by an Illinois-licensed architect or engineer, confirming that the existing structure can support an additional layer of roof covering.

Material and installation

The new layer of roof covering must comply with Chapter 15 of the Chicago Building Code.

Solar reflectance

New roof covering material must comply with the solar reflectance requirements in Section 1515 of the Chicago Building Code.

Roof Replacement

Definition of “roof replacement”

“Roof replacement” means removing the existing roof covering, repairing any damaged substrate, and installing a new roof covering.

Material and installation

The new roof covering material and installation must comply with Chapter 15 of the Chicago Building Code.

Solar reflectance

New roof covering material must comply with the solar reflectance requirements in Section 1515 of the Chicago Building Code.

Insulation

The new roof must incorporate insulation in accordance with either Chapter C5 or Chapter R5 of the Chicago Energy Transformation Code, as applicable.
