A data-driven Chicago treats data as a critical asset that enables informed and timely decision-making, increased transparency and accountability, and more proactive, responsive city services. 

Being data-driven means mastering the data science fundamentals needed to use and manage our existing data more effectively. It also entails advancing capabilities in predictive analytics, artificial intelligence, and other areas to transform our work today and the services we deliver to Chicagoans in the future.

Treating data as a critical asset requires us to improve data quality and reliability. We must share data effectively and openly for citywide benefit while protecting privacy to maintain public trust.

Evidence-based decision-making requires good quality data that city leaders, staff, and the public can reliably use and access. We must manage our data through sound data policies and a secure data infrastructure. We must also provide visualization tools and dashboard capabilities that offer consumable insights and facilitate more timely, confident decisions.

We must expand both our capabilities and delivery capacity. In addition to ongoing recruitment efforts, we will promote data literacy and provide enterprise platforms, tools, and templates to facilitate collaboration and standardization. Collaborations with educational institutions and other partners will help enable exploration of new capabilities in predictive analytics and artificial intelligence to adapt to change, forecast demand, and optimize operations.

To fully realize its value in improving operations, transparency, and city services for Chicagoans, we must strive to reduce bias in our data that may impact equitable services delivery. We must also effectively and securely share data across city departments, partner organizations, and the public. We must provide compelling incentives and a secure means for data-sharing through data governance, data security / privacy policies, and centralized data infrastructure and repositories.
